Governance architecture for the intelligent age

Designing systems where humanity and technology rise together.

Prioritizing positive-sum outcomes rooted in human-centred design principles.

This is a public resource. The Integrity Layer publishes its frameworks, research, and tools openly so that any organization can draw on them to use AI responsibly. This work is meant to be shared, not held back, and these frameworks are here to help lead the way.

Why this work exists

The systems
we live within
need to be
updated.
As we integrate more convenience and efficiencies with human life, we must acknowledge that which no longer works, and adapt with principles as we move forward. But, first we must form language:

Name
To name what is happening clearly enough that it can no longer be ignored, and to document it publicly.
Show
To show what becomes possible when systems are designed for human flourishing.
Build
To build the frameworks and simulation models needed to design differently.

Governance is the operating principle of everything. The work begins by making what is happening visible.

A practical lens for evaluating what intelligent systems elevate.

Two questions guide every technology decision: Should we pursue this? And will it actually take root? These frameworks answer both — always through the lens of what strengthens human capacity over time.

Strategic compass

Human Elevation Score (HES)

A strategic compass for assessing whether a tool, system, or direction strengthens human capacity within organizations and society.

Operational layer

Human-Centered Tech Integration Model (HCTIM)

A behavioural and systems-oriented model for understanding why technologies are adopted, resisted, or abandoned in real human environments.

Elevate & Adopt

One framework for direction. One for transition. Together, a dual architecture for selecting and embedding technology in ways that preserve — and extend — human capacity.

HES · elevate + HCTIM · adopt

Interactive models are coming next.

The Integrity Layer sandbox will eventually host public-facing simulations, scoring tools, and experimental interfaces that make governance architecture visible and testable.

Phase one introduces the sandbox as a public signal of what comes next. The Integrity Layer is being developed as a living systems laboratory where governance frameworks can be explored through models, diagnostics, and simulation tools.

The Integrity Layer is a governance architecture initiative founded by Vanessa Chow.

Its purpose is to help shape the next chapter of intelligent systems with more coherence, more dignity, and more capacity for human flourishing. The work sits at the intersection of systems thinking, behavioural economics, and ethical design.
